Royalty (more so than aristocracy, but that too) has no ethnicity and were always more about nationality (I'm using the western distinction between nationality/ethnicity, not soviet)
but Russia always had a tendency to invite foreigners to rule. Remind me, how goes the story of Ryurik and his brothers? There seems to be more willingness among the Russians to be in line with a foreign tyrant at the top instead of a local one. Putin is a very notable, once in a century exception
