Mexico is a big country that had a very centralized power structure. If you weren't in Mexico city you didn't have any power. That's shifting. That also means that there's large sections of the country with low resources, particularly very low education. Cartels come from those areas mostly. No decent jobs plus government corruption means you can either be a good little wagie and work your ass off to barely feed your family, or you turn into crime and make a shit load of money and have fun until you get fucked. Look at the quality of life in Monterey and Chiapas. It's entirely two different worlds.

Enforce the second amendment, that way civilians can just kill anyone who tries to rob them, and clean out the country themselves. Kill all the politicians as well, and elect someone who actually cares. Use the tax money to fund good education. And finally, capitalize heavily on the tropical Mexican beaches.
