The cows have to be continually milked, it's bad for the cows of you don't. The demand has dropped and they are making a surplus. They can't store it, so they have to dump it unless someone can find a use for millions of gallons of milk. Same with the eggs, they can't just stop the chickens from laying eggs, so they have to dump the excess. They can't lower the production because it will take years to get to normal levels again. I know that this isn't the ideal solution, but it's what they are doing with their milk and eggs.
In the EU, farmers big and small burn tons and tons of produce and dump milk because they get subsidized by the state to produce more than they can sell.
No... you need a secondary system where the government may procure overages as a reduced cost in exchange for providing packaging (related systems) and distribution, or reimburse the manufacturer at at least cost for those facilities.
In short, make it easier for manufacturers to switch to ultralow cost wholesale packaging and distribution.

The same would happen under socialism, there is no means to efficiently ship it at this point.
Even worse under "communism" and Stalin's great "planned economies" it would have been distributed, there would be no demand, but everyone would write up ever increasing productivity and usage for fear of being purged. Then there would be even more farmers due to the planned economy expected to produce ever more milk for the masses that don't want / need it.

Cows need to be milked but they can't ship the milk to pasteurize because of stay at home orders for the pasteurization plants. Can't sell unpasteurized milk or donate it because of regulation.

The demand hasn't dropped it has shifted. Supply chains that sell to restaurants can't get their bureaucratic shit together to sell to grocery stores. Or they don't have the correct jewish containers to sell their product in stores. It's a pure bureaucracy issue separate from capitalism/socialism.
