if you try to look up criminal trials during his regime, you will find practically none. everyone who was ever accused of a crime confessed before a trial could take place. I should also mention that they had very brutal interrogation techniques that typically involved the mother/wife/sister/daughter of the accused and the... i'll be polite and just say "method" of interrogation would only stop if the accused signed a confession. so, yeah, he was a bad guy.

He came from nothing and rose to the top through thuggery and violence. At first, no. He was one of the few Arab leaders who spent his country's oil wealth on his people. He built schools, roads, hospitals, and brought electricity to the most remote regions of Iraq, he invested in the finest infrastructure, he ensured equal rights for men and women, made education not only freely available, but compulsory for both boys and girls, literacy rates were the highest in the Arab world, he gave minorities equal rights, sent truckloads of flowers to Christian churches on Christmas and Easter, he was a nationalist and secularist, and while this led to some problems, life was much better under Saddam than it is today. Most Iraqis referred to him as "Baba Saddam" (Daddy Saddam) and your average Iraqi will openly admit they would have him back in power if it were possible.
Of course, later on, he became a bit demented and started wars with Iran and Kuwait, but out of all the Arab leaders of the modern world, he was one of, if not the best, when it came to doing right by his people.
