He did good and bad things. His worst offenses were starting a war on behalf of the US that Iraq never recovered from, destroying the largest marsh system in the middle east to spite the Shia Arabs who lived in the marshlands, built one of the shittiest dams ever built that's a ticking time bomb and he let his sons murder, steal and rape as much as they wanted.
He also did some weird things like having an entire Quran written IN HIS OWN BLOOD and he also wrote romance novels under an anonymous name.

if you try to look up criminal trials during his regime, you will find practically none. everyone who was ever accused of a crime confessed before a trial could take place. I should also mention that they had very brutal interrogation techniques that typically involved the mother/wife/sister/daughter of the accused and the... i'll be polite and just say "method" of interrogation would only stop if the accused signed a confession. so, yeah, he was a bad guy.
