Months ago would have been the time to keep everything open except for parts of NY and NJ, quarentine, and throw up oil protections. I don't believe at all that keeping sweet crude above negative would be hard then. Price floors and forebearances in addition to reserves would help along things and keep operations/jobs going. US government and military has more capacity, Brent has more floating capacity to fill and that's why it's still up and profitable in some aspects.
