Even in an extreme situation (standoff, shootout, etc) a gun isn't the right tool for the job. The objective should never be to kill the perpetrator. It should be to get them in a court room so due process can take place. By letting law enforcement carry, we've skipped the whole right to trail by jury thing.
I hate seeing the news coverage where the hour long car chase has finally halted and the upside-down suspect's car is surrounded by several officers with their sites trained on the driver door. Why? What logic leads you to believe that a firearm will help in this situation? An ambulance is the correct response. Just because someone is avoiding capture doesn't mean they intend to harm a police officer. What evidence do you have that the suspect is capable of lethal force? If they do start firing, seek cover, wait for backup. They'll run out of ammo eventually anyway. You've got numbers on your side.
I concede that there are cases were you have to go in guns blazing, but those are so few and far between. Your average cop writing speeding tickets and responding to domestic disputes doesn't have to be equipped a thing designed for death. Leave that to special teams, swat, etc, only used on an as needed basis. "As needed" being determined by panel or committee, chief, some impartial 3rd party. Not the person who's in the heat of the moment. People tend not to react rationally in high stress situations.
There's the argument that they need to carry for protection. Well, that's not how protection works. Armor is protection. Police should be defensive, not offensive. The same principle as "innocent until proven guilty", the cop shouldn't be pointing the gun unless there's already one pointed at them. People have the power. I know there's the 21 foot rule, but, I mean, how does that apply in the every day? Does that mean if I'm checking out at the grocery store and a cop is inline behind me I should have a gun to my head? You can't treat citizens like that. If you assess that there's a threat then keep your distance, be careful. Don't draw on them because, again, you're not their to kill, you're there to bring them in.

The advantage has to be given to the public. We are nation of the people. Police are be peacekeepers, public servants. Lethal force don't serve those agendas. In the majority of encounters the accused knows if they don't comply things will just get worse. They don't need to stare down a barrel to comply. For the exceptions, the criminal may have the edge, but wining the battle is not the same as the war. One person can't fend off the powers of a nation. Only after careful review should lethal force be authorized. Not by in-the-moment power trippers. Not that all are, but we're human. It happens and will continue to happen. Lethal force on the streets is against everything American justice stands for. Police are for justice.

They're there to maintain law and order. With a weak police force, our already bad crime rate would skyrocket. Waiting for backup would just cost police lives. The way police deal with aggression is generally the "one step above" rule to keep them in control of an aggressive suspect. Suspect swings on cop, gets tased, suspect pulls knife on cop, gets tased, suspect pulls out firearm, gets shot. Its about maintaining control and dominance when you are dealing with an apprehensive person who would otherwise break laws and cause disorder and injure the police.

US cops should not be psychopaths. Military police in Brazil, most precisely Sao Paulo, aka your everyday street cops, walk around with ARs. They are loved by the population and usually very friendly, even in scenarios where they are searching you.

A cop trains to be deadly accurate. My uncle had to do training regularly. Know what they need to get in order to pass their shooting practice? 97 out of a 100.
With that skill a cop should have no problem with either A) shooting a weapon out of a criminals hand or B) shooting them in a non lethal area like the leg or side stomach.
