This is an irrigation box fren. The water backfills into the large concrete box to pressure the line and move the water. The vent pipes are just that, vents.

I'm stationed on 29 and work near the airfield.. This place is a fucking ghost town in terms of aircraft/troop movement.
Then again there is a lot of real estate out here, and its not at all inconceivable AC flew here from pendleton and never landed at the airfield, or did it at night.
I don't see why one on a military base would be destroyed by the same military as part of a legit operation though

Basically who ever owns this place seems to be a law unto themselves and very concerned about people looking at this place and we trying to figure out what happens there, some think a bohemian Grove like place, some think drugs, some think human trafficking/pedo cult

Palm Springs and palm desert is old Hollywood money. Similar to what the hamptons are to nyc, Palm Springs is to LA/Hollywood. A lot estates were established/built in the 40’s and have flourished since then.
