This pandemic is still in its infancy. It has infected but a tiny fraction of the population so far. Right now it's still tolerable. Let me tell you what's gonna happen though: the crisis will grow so bad that it will be completely intolerable. I'm talking literal heaps of bodies on the streets. It will get to a point when people will literally beg for a lockdown, and you'll have to do a lockdown anyway. Except, instead of just a couple of months lockdown, you'll have to do it for at least eight months in order to control the contagion. What do you think will be the economic impact then?

As for the second part, I am particularly sure. In this institutional tug-of-war, he will break his face. You don't live here so I understand why you don't get it. There is no stopping this pandemic, there simply isn't. Every single day you have millions of people who move around confined in extremely tiny spaces. Look at some videos of trains in Rio, or BRT or metro in the afternoon, or buses. The look at favelas where people live bunched up and your porch is your neighbor's living room. The second the lockdown is lifted infection rates will explode, there is no getting around that.
There's also a number of other factors to consider, such as how many taxes business owners have to pay here, if you aren't a big corp or don't have associates to mitigate the damage you are fucked. They aren't cutting expenses, light water, everything's being paid in full and business owners get no govt help like poor people do. I genuinely don't think we can sustain this for much longer without an impact far more serious than potential lives lost.
