Seriously, it's because California has it's own special mix of gas and chemicals in an attempt to reduce emissions.

Extracting oil has hidden costs. You have to pay local militias to kill enemies, you have to bribe goverments and pay welfare to keep the system going. If they didnt fix prices, oil supply from third world countries would randomly dry up and throw the global economy into chaos.
