If they're neglected, black kids on the street have to fend for themselves and when there's no parental guidance or raising kids to be civilized, some elbows are going to bend.

When white parents see their kids fighting they break up the fight and scold the other kid. I've lived in the inner city most of my life, I don't see this happening much at all, if at all. the ONLY time I see black people do this is when the white dude says the N word or some other thing to provoke them on racial grounds or if they are in an outing together and one gets into a fight.
