Here’s the real redpill: NPCs are just people with average to below-average intelligence. Low intelligence is causal to a low level of introspection. So anywhere between 50-75% of people lack the ability to introspect.

This question is hard to answer because there are some conscious NPCs.
TL;DR, it's some fuzzy math bullshit. At any given time in the world, there are at least 1,000 people performing the exact same action you're preforming. So in a room of 10 people, there is up to 7 people you'd define as "NPCs" but the existance of the 3 non NPCs influences the NPCs to a point there there is a 50/50 chance that each NPC is conscious. This is in a vacuum.
Ironically, if you do the math, that comes out to about 500,000,000 million non NPC individuals. Coincidence? Yeah.
