There's definitely creative accounting going on everywhere to prevent a panic, though some discrepancies can just be honest lack of testing capacity. Thailand on the other hand is probably the most egregious, less than half of Singapore and Malaysia's cases and 50% already recovered, when they were among the last to shut everything down.
