there's always theater but there's also people being nice to be diplomatic and political so there's a big of obfuscation. you can see the truth when you dig into political appointments (that means beyond career types you are just stuck with few qualified options) and things mitt romney being picked on even over mundane things just because he is who he is. it's just a big bureaucratic and manufactured consent ship with a big turning radius so the results aren't overnight.
