i was watching a stream of the new FF7 remake and saw this part, and my kneejerk reaction was similar to yours, until I remembered that this is actually a scene from the original FF7 where Cloud dresses up as a girl to sneak into that club and meet with the Don or whatever. It's literally just from the original game, although they made it a bit more flamboyant and over-the-top in the remake, though I wouldn't say it's at all political or out of place.
