Yes its gonna be legalized sooner or later, but it isnt gonna be the boon to the economy stoners make it out to be. A couple states recently have been shitting the bed with legalization by getting too greedy with the taxes. If you try and slap a 20%+ tax on it, most people will just keep buying from their black market dealer or grow it on their own.

You could also institute a personal grower tax. Make some bullshit excuse by mailing out 25 cent guides and whatnot with a license. $100/yr to grow 2 plants at the same time. $100/yr for each plant more to grow at the same time. Up to 10 more plants at the same time.
Then sell the edibles higher taxed where they sell liquor and sell higher taxed buds at vape/tobacco stores. Those creams and applicators can go to the pharmacy groups.
