I am just trying to wrap my head around how the city can dump 37 tons of sand, and then remove it, at no cost. I am sure those city workers get paid 100k a year, and anyone who has even driven through California knows that any job requires at least 10 union city workers standing around doing nothing.

The city workers were sitting around not doing anything productive. What they're not including is the cost to restore the skatepark to the way it was before the pandemic when it ends. At that time city workers will have tons to do and they'll have to pay them overtime to undo this.
