What happens if New Zealand hits 0 new cases per day?

They are down at 9 new cases per day in a country of close to 5 million people.

As they are a nation of islands, they can control who comes in and out. If their cases consistently hit 0, the only way to see a reemergence of the virus is through a reactivation from recovered people.

Can a country that consistently hit 0 go back to normality? Or is there a magic re-outbreak then? If so, who would spread the virus?

There might be asymptomatic people running around and when everybody is allowed to interact the weaklings might get it from those people and start dropping dead again.

The only way to "cure" this is to go full on China-mode and weld everybody's door shut for 4+ weeks.
