The actual solution is much simpler: just kick the big cities out of the states, give them representation and relax the concept of incorporation. Let the lefty shitholes have their abortion and gun control while the rest of the country can get back to being America. A weaker federal government and soup ream court will make the stakes of each election not as high, leading to more peace. The founders had the answer all along and it’s federalism. Mexico isn't controlling or influencing shit. The regions within 100km of the southern border in CA, NM, AZ, and TX would identify with their southern brethren in a collapse, but would never submit to them. The Mexican government can't even control the cartels, it is effectively a failed state.
China, even in California, would have no chance of exerting power. The huge naval defenses along the coast line would rise up in the case of a federal collapse and prevent that tooth and nail, because even if many are deluded to think that there is no cultural bind in the USA, it's still there and particularly so in the military.
