Getting a reasonable number of people in an area to agree on policy without any governance, steering, or oversight seems like an impossible task. Any private security or mercenary apparatus a stable ancap society builds to deal with subverters and attackers will almost certainly resemble a state even if it's not formalized as one, and there's nothing really stopping a gang from taking over and effectively becoming the state.
You might say since there's no taxation, they can't support themselves without theft. So what? They don't need to formalize theft in some constitution. They'd just use force to steal. They'd write a simple set of rules for the powerless to follow.
You might say since there's no state, you can kill thieves or hire mercenaries to deal with rogue, immoral groups. That's true but there's no guarantee of success and no guarantee they won't come after you.
Bottom line is that your good guys have to be stronger than their bad guys, indefinitely.
I don't intend to defend statism by saying this, I just don't think there's an easy answer that effectively and neatly deals with concerns of power.

I considered myself an ancap for awhile, but really I was just coming to realize that I want anarchism as a tool for change, not the system in itself. The ideal "government" is a state of small enough size that the populace itself is essentially the government, see Grecian city-states. Balkanized America is the best possible outcome. Anarcho-capitalism should be considered a step in the change, not the goal.
