No, they have entire squadrons of security guards everywhere they go. They clear out any place that the billionaire visits to ensure it's safe. Once, I went to the big library downtown and some CEOs were having a meeting in the big conference room there. There were 7 cops positioned at various places outside, and the CEOs had their own private escort down the employee-only doors into the underground parking so they were only visible in the hallway for a second. I asked one of the cops what was going on, and he said they didn't tell him, he was just supposed to look for trouble. People like Zuckerburg buy modest looking houses because they actually own all 8 houses surrounding their house too and intentionally keep them empty or patrolled by private security so no one can get close.
