Blacks did in some cities. It was mainly a Mexican-American thing, in cities in the southwest and California. It was mainly its association with Mexicans that led to it being banned - it scared whites who were unfamiliar with it.
It's also interesting that when it was first "banned", it wasn't directly banned. The government knew it lacked the constitutional authority to directly ban it. So they made it illegal to sell it without the proper tax stamp affixed, and then refused to create any tax stamps for it. But because Americans are wretched weaklings who are basically the easiest "frogs to boil in the pot" EVER, after it had been indirectly illegal for a while the government dispensed with the tax stamp charade and made it directly illegal, and nobody objected because it had been indirectly illegal for so long that people assumed it was "normal" for the government to ban things.
