Cost is a huge factor. Us rails run on a gauge that is way more narrow than anywhere with a modern high speed network. The cost of replacement would be astronomical, especially where a market doesnt really exist in high demand.

People don't see the need to have both. The proposed high-speed rail project in Cali was turned into a national issue, so they could discredit the idea early and nip it in the bud. If more people had a chance to ride high-speed trains, and understand how cheap and convenient they are, there would be huge demand for a national network.

Locomotive engineer here, the Diesel engines are far more reliable. We constantly see Amtrak Acelas getting stuck on the mainline because a branch fell on to the wire or the wire getting torn down.

Trains don't have to be from NYC to LA. Trains can be from the Maine coast to the Florida coast, the Washington coast to the California coast, from Texas to North Dakota, etc. Just trying to connect states as much as possible and allow people to get on and get off where they want.
