the PRC is unironically finished. their economic growth figures are already smoke and mirrors as it was, this report is probably an already extremely optimistic number. chinese total debt is 300% of GDP, and that's their REPORTED GDP, their true GDP is much lower, and their debt is likely even higher. they've been borrowing like crazy the past couple years to stimulate their economy amid the trade war because one of Xi's goals was to double their GDP from 2010 to 2020. this growth model is obviously unsustainable and leaves zero room for error, like a pandemic freezing the economy. a couple quarters of contraction and the house of cards comes tumbling down.

There are many economic numbers, not just GDP. like small business activity, loans, how much property was built, how many products consumed. Basically there are thousands of economic parameters and China can't fake them all, because some of them are recorded with western companies help. If those numbers show grave inconsistancies like "China is saying their GDP rose 6%, but the consumption fell down 50%, no one is bying cars in China, they stopped building property, debt is accumulating, banks are bankrupt, shipments stopped in ports!" then you can say China is lying. But so far, all those numbers were rising through the years consistently. This year however they will have low growith, no question about it and they will not try to fake it.
