There's no way to prove that shutting down the country actually stopped the spread of the virus. It's far more likely that it just wasn't as deadly as it was made out to be. Plenty of people have been ignoring the stay at home orders the past month.

So not only is California bankrupting non-essential businesses by forcing them to close, they're also bankrupting essential businesses with excessive taxes and fines.
