Everyone enjoys a certain benefit from society, Even the lowest classes are afraid to rise up because they feel it would lead to them losing their benefits. People are more well adjusted to the idea that for society to work some must lead and others must follow, inequality in wealth is just a side effect of that, if no one is leading and no one is following society falls into anarchy, and things like pipeborne water, electricity, processed food, mass production etc, go out the window, even the very poor in society benefit from these in some way.
