No GC wouldn't make your program slower, it may cause hitching or a short freeze when the GC runs. Actually GC allocation is faster than manual allocation because all the work is pushed off to the collection cycle.

I'll have to do some benchmarks with Java or something. Luckily, what I do isn't so much storage intensive as big O intensive. I could have everything loaded in memory at once with no issue so perhaps garbage collection wouldn't be as bad as I'm thinking.

for what you're doing, probably just stick with C++. Tuning a GC so the GC cycle isn't noticeable probably more trouble than just using C++ and opengl for a game/graphics engine.
