There is only a certain number of beds in the hospitals for critical covid-19 patients. If the number of patients is too high they have to let old people die.
The hard lockdown has the potential to reduce the number of people requiring critical care at a certain moment, potentially saving lives. Now that the number of people in the hospitals has lowered they can relax the lockdown and see if the number of critical patients remains acceptable.
