"Civic based nation" started in 1964 with the civil kikes act, and the 1965 niggigration act. Before that, only white people could immigrate (blacks were brought as slaves, no blacks were allowed to come voluntarily). We were a nation of European stock, American values, with a minority of constrained blacks.

I'll continue a little bit:
The 1790 Immigration Act, passed and approved by the Founding Fathers, explicitly stated White, when they could have put down Anglo-Saxon, or Germanic, or any combination of anything, because at the time, the races were distinct enough you could profile people without genetic tests. But they didn't do that. Instead, they put down "White men of good character".
We started out a primarily Angloid nation. Over time, the Irish immigrated, we had our conflicts, but then they blended into the White population. The Italians immigrated, we had our conflicts, but then they blended into the White population. The Germans immigrated in there somewhere, conflict blend you know the drill.
The jewish tribes, the African races, the Middle Eastern races, and the Oriental races, though, did NOT integrate into the White population. The races are too different from European ones, so (a) visually they didn't feel part of a culture, and (b) their races couldn't accommodate American values. That's why multiculturalism happened: the non-White races cannot and will not adjust into the American culture, so they keep their own, maybe with some trappings of Americana, like speaking broken english, and eating burgers.
Ask literally ANY OTHER PEOPLE outside of the Europeans whether they can "move on" from race: they will tell you, no, it's part of what makes us us. They don't even get into 13/50, bell curves, aggression genes, etc. They just know that race is one of the pillars that makes them distinct.
