The HRE as a legal personality obviously had no continuity with the Roman state. It could claim to be a 'new' Rome but it cannot claim you be the same entity as Rome. Russia at best also can only claim spiritual succession.
The ottomans on the the other hand more or less simply usurped the leadership of the eastern Roman/Byzantine state and was a continuation of that state under Islamic Turkish rule. It would be like if France started to have a much more Islamic population and started electing Muslim leaders (which might happen). It would still be 'France' as a legal entity.
