Literally just talked about this. Basically, racism can only be part of those who hold power. Because, being racist means the systematic discrimination of individuals, not outright hatred. So, a black person can say 'KILL ALL WHITIES' but not be racist, because although this is hateful, blacks cannot sysemtiaclally keep whites in lower positions in society.
