I'm not sure what the local laws are in Florida concerning medical lisence and arrest but both of them were in on it so its not like they can depend on the one who didn't do it if they get prosecuted. People would have to follow up which doesn't happen in florida unless someone is really motivated. THe guy who had his flag stolen might not know about the court system or have a ton of money to do any pursuit other than what is offered through the cops.

It says here that the guy will pursue charges but it sounds like it won't cost them very much because they are rich liberal doctors in Pensacola..
