Tokyo is full of foreigners because of tourism, go visit in winter time you hardly see any whites. I spend about 1/3 of the year in Japan. But I do agree, that even this current amount is too many and there are many foreign blooded people such as Koreans and Chinese pretending to be Japanese when they aren’t.

Japan was not as brutal as the USA or the Soviets, but they were not saints. Most Japanese soldiers were nice people who fought for their ideal and their country but there were some rotten apples among them too.
