Girls have two options: either she's so desensitized to her own body that she doesn't think her boobs are any different than her elbow (which is really depressing and porn star tier desensitization), or she is perfectly aware she's slutting it up by showing cleavage. If you talk to feminists long enough, they fully admit they just want to look hot and get sexual attention from coomers.

I don't think you've looked at liberal enlightenment dresses literally ever if you don't know what I'm talking about. Even in the sluttiest liberal era, they had white scarves that wrapped around the back of their neck and came down in front of both sides of their chest to cover the cleavage. In less liberal - but still liberal - eras, they had mini coat type things so they could wear the same dress out during the day while covered up to their neck, and then go to a dance while maybe some shoulder
(those usually did not have cleavage).
You're getting most of your ideas about cleavage from movies. Movies made n 1990 will depict other eras as having cleavage but when you look at the actual costume back then they did not.
