Cloud is a clone. a clone is someone they inject Jenova cells into in order to try recreating Sephiroth, and both Zack and Cloud undergo this treatment after the Nibelheim mission.
He says in FF7 that he was physically strong enough to make SOLDIER, it was just his mind couldn't handle being exposed to Mako, something that all SOLDIERS are required to undergo (hence why they're all said to having glowing eyes). Cloud has gone though two processes that have basically made him superhuman; being exposed to high levels of Mako and being injected with Jenova Cells. Cloud has the abilities of a SOLDIER through and through, even if he didn't originally make it into SOLDIER
