Broadly speaking yes, but poor people often need to have their debt restructured to spread out payment. You need to balance the need for them to pay their debt with the need for them to not lose everything they have, not because you care about them, but because people who lose everything they have cause other issues. If they turn to crime, then there are social implications (shitty problems like vandalism, increased crime impacting on everyone's quality of life), increased tax costs (more law enforcement), and a decrease in overall taxation - people falling completely out of the economy is expensive.
Basically, you need to see the economy as an ecosystem - you don't need to give a shit about the individual components, but it's important to see how changes will ultimately affect the place you live and the taxes you pay.

You'd have to have an existing garnishment agreement on your checking account for this to happen.
If your bank accounts are garnished and money appears in those accounts, it's subject to garnishment.
What kind of dumbass *elects* to have their tax refund sent to an account with an open garnishment on it? You can easily evade that garnishment by selecting to receive your tax refund by check. If you took that incredibly elementary and obvious step, your stimulus money would evade the garnishment also.
