35 employees wouldn't even be enough to crew that ship. I know a lot of shipping companies use places like Malta, Hong Kong and Panama to register vessels even though they have very little presence there if any. I don't know the significance of the zero turnover but I presume that is part of the scam. It is similar to Ireland and aviation. We have the biggest aircraft leasing fleet on the planet with an Irish registered plane taking off somewhere on the planet ever minute of the day. The Irish lease industry is one of the biggest purchasers of commercial aircraft but very few seem to ever actually fly here. There is a lot of smoke and mirrors in both industries.
