That it is to say, the Commandments of the Lord told us what we are to do - and part of what we are to do is respect civil authorities. If civil authorities say something is a crime that was not spoken about by the Lord, we are to *also* abide by the law given to us by the civil authority *in addition* to the Commandments of our Lord.
