He's spent too much of his life surrounded by nerds, academia, and yes men. He's been on a campus of some sort for the majority of his life, whether it's an actual college campus, or the "campus" of a major tech company, or in the course of his work with disease prevention and attending various summits and camps where the majority of people in charge come from a research background.
Because of this he has completely lost sight of what normal people are like and mistakenly believes average people will accept the idea of a "digital certificate" aka a quantum dot tattoo aka a "chip". This is simply insane. He vastly, hilariously, absurdly underestimates the the amount of resistance this idea will be met with by normal people, even ones who are not particularly religious. Because he thinks everyone these days is a smug atheist nerd like himself and everyone he knows. And apparently no one has had a come-to-jesus moment with Bill to tell him it's time to come down from that cloud he's living in .
The idea might be met with resistance, but the actual act won't be. Far too many take the situation they are given, just like we're doing so now.
