Some of it makes sense. There had to be some logic in the idea to begin with, so people couldn't sell rotten food, skip town when people got sick, repeat.
But there's several other reasons. Economic barriers to entry. If you own a barbershop, and you don't want billy bob fuckton opening his barbershop, just make the "barber license" that makes it difficult to open the business, eliminating competition.
Anything else that accesses natural resources is kind of understandable, unless perhaps it's your private property. Hunting wolves or moose to extinction would be bad.
