It's impossible to tell if there is something unknown to the general public about the virus, or if it's the start of the NWO dystopia. I'm leaning towards the idea that it's a chink bioweapon that accidently leaked out, and it mutated to a milder strain. The governments of the world prepared for the worst, but most places got the milder strain.
