There's already a medical database of people who have tested positive from going to the hospital and willing taking the test. Every account has the client's phone number associated with it. Your phone is already a tracking device.
It is as simple as queueing up the phone numbers of all the people who have tested positive, and then digitally overlaying their location points on a map. They can literally already do this without consent, and probably are doing it for analytical purposes
