Demoralization of the enemy is one function yes.
PSYOP is a special interest item, it’s objectives, organization, and funding most be approved by Congress annually. The amount of oversight is ridiculous. It’s also explicitly against the law. US Army PSYOP (of which LTC Aquino is the original subject) isn’t conducting operations on American civilians. That would be a waste of resources when there are plenty of organization, both governmental and private sector, that can do it.
