For a real effort you need the back end. There needs to be a plastic production plant producing fairly wide range of plastics, textile, elastics, filters. Possible paper production, filter carbon, conditioning of these materials, its non-trivial. Could assemble gear in-country but why bother since the bottleneck is at the intermediate materials level.

Literally takes 6 months to build the manufacturing infrastructure, red tape is what takes the most time. With the impending unemployment rate hovering at higher than the Great Depression and the amount of social unrest there is currently in the US I wouldn’t be surprised to see the government hand out contracts for streamlined infrastructure projects, they already are handing out interest free loans. They are going to need to find a way to employ people quickly or else we will literally have a nation of homeless people with guns, and homeless people don’t give a fuck about anything because they have nothing to lose.

Here in the US we have all that ready and yet all of thus shit, at some point goes to China to be "finished and packed".
