powerwolf is based af good call user well a lot of people put powder down there to keep their shit dry, particularly for long marches or exercises but that can actually be dangerous concerning folliculitis. as far as moisturizer i am not a dermatologist, generally you want to keep the skin moisturized NOT the surface of the skin. so that means removing sweat and god knows what from the area with soap regularly because bacteria thrive in those conditions, so you should bathe, then moisturize, let it dry and soak in. for military probably a better idea at night before you go to bed since mornings are usually PT and such. also a lot of cheap moisturizers have a lot of water in them which doesn't do much what you want is something thicker that won't just give termporary relief followed by evaporation but something that actually seeps into the skin and seals the moisture. that's the difference. it's like putting cold water on dry lips vs blistex
