yes, you just have to have a circuit, in op's scenario you need energy which requires a source, the ground. If you have a battery, you have a source.

yeah you don't see it too often in North America. I usually only see it when I'm working on things made in Europe.
there should probably be a pullup resistor on the switch because we don't know that the voltage on the open gates exceeds the control voltage level to keep current flowing between the source and drain. in practice you'd want an oscillator and not a switch going into the gates. This is the first stage of an inverter circuit.
