USA was already in the War before Pearl Harbor ( they were literally supplying all of Germany's enemies with war materials ). There was just no formal declarations. Also the USA was completely strangling Japan economically by blocking their access to oil.

Finland, Romania, Bulgaria, Hungary, Croatia and Italy (even it wasn't ready for war, they did their jobs as allies unlike some empires..)

I dont know what Sweden did but the USA signed the Lend lease Act. I doubt Sweden had anything of that scale going on ( actually its impossible because no one had the industrial capacity of the USA at the time ).

The thing is US's supplies were what mattered, their military involvement didn't. So getting the US into the war officially didn't matter.
