Food shortages are caused by a few things, one, the distribution pipeline from farm to supermarket has been compromised. two, farms can't harvest as much due to reduced amounts of illegals working in fields. three, weather disruptions, widespread flooding, shorter growing seasons, colder winters, etc...

Since market is paying shit and the processing plants are closing, take the opportunity to learn how to slaughter on site at a farm, or purchase a butchered animal for a small party. Government can't do shit about it as long as you keep the gatherings small and your mouth shut.
