there's such a thing called police. if there was a militia here that was anti lebanon and stockpiled missiles to shoot at lebanon they would be illegal under israeli law and would be disarmed,arrested and imprisoned instantly.
the state of lebanon is sovereign over the land of lebanon which makes the state of lebanon responsible for stockpiling weapons and shooting rockets at israel.
they actually got off easy that time since we had other armies to deal with, they first attacked us in 1948 completely unprovoked.

im not from tel aviv and in a country with law and order they get arrested if they try to form because its illegal. only the state can operate armed military\paramilitary groups in a sovereign nation because that's the very definition of a state, a group which has monopoly on violence and uses said monopoly to enforce law and order.
we didnt invade them, lebanon invaded us learn some history. the only time we invaded them was in the 80s after hundreds of terrorist border raids attacking israelis.
