Very few individuals actually have a billion dollars in cold, hard, liquidity. When you hear that "Moishe Mennorhnoseshekelbergstein is worth ten billion dollars", that really means that the stocks and properties our long nosed friend owns are worth ten billion, and unless he has buyers lined up to buy everything he owns at a moment's notice, turning all that into what us poorfags think of as actual money would be quite difficult.
