An expected fifty million people will be laid off by end of month. And these are jobs deemed non-essential. Each out of work person is multiple lost customers for other businesses since they won't want to spend on a bunch of non-essential expenses during an economic depression while without an income (government checks will at most last 4 months as it is). People in general will be spending way less on non-essential expenses because they just learned by force that while they're unemployed they at least have an easy way to save money by doing what they've had to do recently and continuing to handle eating at home instead of going out to restaurants. Cruises, forget about it. Any voluntary products or services that involve signing a contract? Sales people will be out of luck getting customers for that. And it's a compounding feedback loop. No stable employment -> less spending on non-essential expenses -> less business -> more layoffs -> no stable employment -> etc.
You can't just reverse this with that many layoffs all at once. It was an interdependent living system.

Larger portion of people out of work than ever before even including the Great Depression now (and the month still has two weeks left). You know what people do when everyone's out of work and times are strange and frightening? They cut WAY back on spending. Penny pinching Great Depression behavior is not the environment conducive to creating jobs again and getting everyone employed again. A company isn't going to want to open back up hundreds or thousands of jobs if the customer base is all laid off or otherwise not looking to pay them.
